Unable to install Google Play System update for Pixel 7 Pro

Unable to install Google Play System update for Pixel 7 Pro
Since launch, Pixel 7 and 7 Pro have been rolling out the Google Play system update since July, but some users are now being prompted to install the new version only to have the download fail.
While running the latest Android security patch from October 5, 2022, the Pixel 7 and 7 Pro are on the Google Play system update from July 1, 2022. It is so old (over 90 days) that Security Hub prompts you to “Update this device”. There is a prominent yellow exclamation mark for “Check for Updates”. (You can remove the tab and the alert will adjust.)
There were no further updates for the first few days after launch. There was nothing when we checked on Monday, but that changed Tuesday morning.
The “Google Play System Update Available” screen appeared with the size of the update arriving at just 7.6kB: “The latest security update from Google. Update now to be safe and improve device stability.”
Tapping “Download and Install” takes you to a new screen briefly, but then comes back with “Updates are temporarily unavailable. Try again later” message in red. Repeating the process and/or restarting your Pixel 7 does not change the outcome.
We’re seeing this update roll out and its error is occurring on both the Pixel 7 and 7 Pro, but not all devices we’ve checked are seeing this new version of Play System.
