COVID-19 Supplemental Payment (CSP) Funds were allocated by Congress under Coronavirus Aid, Relief and Economic Security Act (CARES Act), CSP funds help address the increase in operating costs by fund owners to prevent, prepare for or respond to COVID-19 on their properties. These payments complement rental assistance financing. From July 2020 to September 2021, HUD’s Office of Multifamily Housing Programs has distributed $65 million in CSP to owners of properties participating in the Multifamily Assisted Housing Programs.

“We encourage property owners to make full use of these funds to help protect HUD-aided residents from COVID-19,” said Ethan Handelman, HUD Deputy Assistant Secretary for Multifamily Housing, “Reimbursement is available for capital improvements, such as ventilation systems and broadband installations, as well as exceptional operating costs properties have experienced, to help vulnerable residents in multi-assisted housing properties during the pandemic.”
